Born in the Philippines and raised in Las Vegas, Justin Pedraza brings a global perspective to modern healthcare. A proud UNLV graduate, he earned both his Bachelor of Science in Nursing (BSN) and Master of Science in Nursing (MSN), specializing in Family & Primary Care across all ages.
As a Board-Certified Family Nurse Practitioner (FNP-BC), Justin delivers expert, evidence-based care with a focus on wellness, prevention, and personalized medicine. His background spans ICU, critical care, burn and wound management, ostomy care, and outpatient dialysis, giving him a unique edge in primary care that’s both proactive and holistic.
Fluent in Bisaya and Tagalog, he is committed to breaking language barriers and ensuring every patient feels heard, understood, and empowered in their health journey. Now, as the driving force behind EON Wellness & Primary Care, he’s bringing next-gen healthcare directly to you—bridging the gap between innovation and real-life patient needs.

Justin Carnate, PhD, LMFT

Dr. Justin Carnate, PhD, LMFT, specializes in integrated behavioral health and the Collaborative Care Model (CoCM), working alongside medical providers to deliver comprehensive, whole-person care. His approach is rooted in a systems-based framework, focusing on the connection between individuals, relationships, and the broader environments that shape mental and emotional well-being.
Dr. Carnate is the founder of Carnate Collaborative, a California-based practice dedicated to expanding access to culturally competent, evidence-based mental health care. He is currently licensed in California and Texas, and Nevada, allowing him to support a diverse and growing patient population across multiple states.
A U.S. Army veteran, Dr. Carnate brings a unique perspective shaped by discipline, resilience, and service. His personal experience navigating social anxiety further deepens his understanding of mental health challenges and the stigma that often prevents individuals from seeking care—allowing him to provide empathetic, stigma-free support.
His clinical approach integrates evidence-based modalities including dialectical behavioral therapy (DBT), contextual family therapy, and solution-focused therapy. Through CoCM and collaborative care, he works closely with the EON clinical team to support patients with complex medical and behavioral health needs—improving outcomes, enhancing treatment adherence, and promoting long-term stability.
As a multi-term fellow with the Foundation for the Advancement of Human Systems (FAHS) Minority Fellowship Program, Dr. Carnate is committed to advancing culturally responsive care and improving access to mental health services for underserved communities.
At EON Wellness & Primary Care, Dr. Carnate plays a key role in behavioral health integration, supporting patients through structured, team-based care designed to optimize both mental and physical health outcomes.

Cyril Casiño, BSN, RN, CPEN
✨ Aesthetic & Pediatric Nurse Specialist | Facial Balancing & Natural Enhancements ✨
Blending medical precision with artistic expertise, Cyril Casiño brings a unique fusion of pediatric emergency care and aesthetic medicine to EON Wellness & Primary Care. A proud Roseman University graduate, she began her career in pediatric emergency nursing, earning her Certified Pediatric Emergency Nurse (CPEN) credential, showcasing her advanced skills in acute pediatric care.
Her passion for aesthetics led her to train at the National Laser Institute, where she mastered neuromodulators, dermal fillers, and non-surgical facial balancing. She has also completed advanced training with Allergan, Galderma, and Revance, refining her expertise in natural, harmonious enhancements. Cyril is currently pursuing her Master of Science in Nursing (MSN) with a concentration in Family Nurse Practitioner (FNP) to expand her scope of care.
Outside of work, she enjoys traveling the world, spending time with her family, and making memories with her dog, Koa.

Gilbert Arcangel, BSN, RN

Gilbert Arcangel is a Registered Nurse and licensed cosmetologist who brings together clinical expertise, aesthetic knowledge, and more than a decade of leadership, education, and client-centered service. With a background spanning healthcare, professional beauty, team development, and business operations, Gilbert provides thoughtful, detail-oriented care grounded in safety, precision, and genuine human connection.
As a Field Registered Nurse with EON Wellness & Primary Care, Gilbert supports in-home primary, wellness, and acute care services for homebound and medically complex patients. His clinical experience includes comprehensive assessments, wound care, IV therapy, point-of-care diagnostics, medication safety, patient education, and coordination with laboratories, mobile imaging companies, pharmacies, and specialty providers.
Gilbert’s dual background in nursing and cosmetology gives him a unique perspective within EON’s aesthetic and regenerative services. He assists with treatments such as PRP hair restoration, injectable preparation, and IV vitamin therapy while prioritizing patient comfort, education, hygiene, and evidence-based clinical standards. His previous experience as a stylist, educator, and beauty-industry leader further strengthens his understanding of hair and scalp wellness, aesthetic goals, and individualized client care.

Jasmine Albalos-Smith

Jazmine Albalos-Smith is a Nurse Apprentice and licensed aesthetician who brings together her growing clinical expertise, background in aesthetics, and lifelong connection to Hawaiian culture at EON Wellness & Primary Care. Currently in the final years of nursing school, Jazmine works alongside EON’s licensed clinical team while continuing to build the knowledge and hands-on experience that will shape her future nursing practice.
At EON, Jazmine supports clinical operations, patient care coordination, home and community-based visits, procedure preparation, and other aspects of the patient experience. Her background as a licensed aesthetician further complements EON’s wellness and aesthetic services, giving her an appreciation for skin health, attention to detail, and individualized care.
Her journey into nursing is also deeply personal. Jazmine was inspired by her late grandmother, who was a nurse and whose legacy of compassion and service continues to influence her path in healthcare. Born in California and raised in Hawaiʻi, Jazmine carries those values forward through a warm, culturally grounded approach centered on connection, respect, and caring for the whole person.
Outside of healthcare, Jazmine is an accomplished professional hula dancer who has performed around the world, sharing Hawaiian culture through movement, storytelling, and tradition. The discipline, precision, and connection required of hula continue to shape the way she approaches both her professional growth and patient interactions.
Most importantly, Jazmine is a proud mother of two and enjoys spending time with her family while balancing nursing school, healthcare, aesthetics, and her continued passion for hula.

Cristie Nazareno, RN, is a dedicated Registered Nurse specializing in Chronic Care Management (CCM) and nurse-led home visits at EON Wellness & Primary Care. With a patient-first approach, Cristie focuses on continuity of care, medication support, health education, and proactive monitoring to help patients manage chronic conditions safely and confidently from the comfort of home.
Originally from Hawaiʻi, Cristie brings a warm, culturally grounded approach to nursing rooted in compassion, connection, and respect. She believes that high-quality healthcare is built on trust, consistency, and meeting patients where they are—both physically and emotionally.
Cristie is passionate about supporting patients and families through long-term care needs while promoting independence, wellness, and improved quality of life. Her calm presence and attentive care make her a valued member of the EON care team.
Outside of work, Cristie enjoys spending time with her family and friends and loves hula, which reflects her appreciation for balance, mindfulness, and community.
